They should at least get equal service and when I have been a customer inside businesses with scant inside customers and a line of 8 cars I can guarantee you that I’ve always had to wait while they gave preferential treatment to the drive through.

Unfortunately for the walk-in customers, the restaurant / franchise owner may face heavy fines for traffic backing up into the roadway. The police might even shut them down for repeat violations. They've had fatalities near me where drive-through cars were backed up into a highway shoulder and rear-ended by another motorist.

Also, it's not just passing vehicular traffic, it's cars across the sidewalk putting pedestrians walking around them at risk.
