Well, not in the US where we have had natural immunity because of our free society, and now also have an explosive rollout of vaccinations.
NK may have limited the gain of immunity by strict measures and isn’t expecting to even vaccinate a fourth of their pop by June so it may be reasonably helpful to do this until more of their pop has natural or acquired immunity.

The only way it will work is to show the credential along with a photo ID (or actual passport) and show that the names match up.
