As a NJ resident, I believe that is the cause - the foreigners trafficked here don’t seem to have the same situational awareness as Americans (crowding you in uncrowded places, for example).
I’m sure we lead the country in many other related things as well: Drivers refusing to use blinkers/turn indicators, unlicensed drivers in unregistered/uninspected vehicles, “free lunch” program recipients, etc..
If everyone in NY and NJ wore plastic bags over their heads.............................
