The constitution prohibits creating a state within a state unless congress and the state consent.
No way will congress allow a democrat state to be divided up.
There is nothing in the Constitution that prevents parts of one state breaking off and joining another existing state. So yeah, these counties could break away and join South Dakota and the governor, state and fed Legislators have no say.
Idaho most likely at least so Oregon has a ballot measure to join Idaho
Things change a lot in 20 years. I left Sioux Falls 35 years ago for Minneapolis. I met and married a Minneapolis man in that time. We lived in south Minneapolis for 20 some years and had a child there. Once our son started school, we realized living there was not a good choice and moved to a small MN town.
We visited Sioux Falls last year as I still have cousins and friends there. It is a vibrant city with a wonderful downtown sculpture walk and numerous restaurants and shopping opportunities. It’s all that the Twin Cities USED to be.
My old neighborhood in south Mpls is a burned out shell.
When my husband retires, I would love to return to South Dakota. Sioux Falls is a good example of what a (somewhat) conservative city should be. I say somewhat because too many liberals are moving there like everywhere else.
No state income tax, low crime rate and just generally, great people. And a vibrant night life. Not that I care. I’m an old fart. Haha
Oh, and no mask mandate.
I’d love it is we in MO could give St Louis to IL and KC to KS.
