I guess this “talk around” effort is nothing more than running for cover. It was known in November that the problem was serious and needed certain actions taken. The first step was the briefing to The president and his level simultaneous to the congress and their level.
As the representatives of congress for their individual states, it was up to them to make sure that the briefing they got was transferred to the state governments to apply actions pertinent to protecting their populous.
So if they are saying that Trump was tardy on taking actions for the nation, ones he was not allowed to take on many points due to states’ rights, then who is to blame for the lack of actions at state level that should have preceded anything Trump did or could have done by law?
