Three hots and a cot in poverty wards, basic medical, bad teeth pulled, no food cards, no cell phones, no TVs, no smart devices, no pornography, curfew for entry, birth control implants required & monitored, mentally ill go to sanitariums (we’ll need to open/re-open many), tules for banishment, etc.”
In many countries that would be the lap of luxury.
One thing for sure. No one on welfare should be allowed to reproduce. Instead we reward them with more money for every kid they pop out.

To avoid that you have to elimate government welfare and go back to private charities and private compassion. They’re much better at determining who deserves and who doesn’t, and if they get scammed, it’s limited to them not the whole population.
Compassion should not be delegated to the politicians and bureaucrats. Like most everything else they make a mess of it.
We don’t feed the bears to keep them from being dependent but we feed people.
