The Vice President counts the electoral votes and I don't think anyone can complain if he delays counting them because of a water main break. And then no one can really complain if more electoral votes come in at 4AM. And then if Biden complains about the extra electoral ballots it's just too late because he should have complained back when he was getting all of the extra votes.
