I think the point would be the embassy moves back to Tel Aviv and Jerusalem gets a consulate. Thus Jerusalem no longer is recognized as the capital of Israel.

If I'm not mistaken the Jerusalem Embassy took over the Jerusalem conciliate, which no longer exists, builing. Re opening the conciliate is a deceptive way of saying we will close the Embassy in Jerusalem.
So you can close the Embassy, which is located in the former Conciliate buildings, with some expansion. Reopen the Concilate sounds nicer that close the Embassy.
Also, restore hostilities between Bahrain, UAE and Sudan with Israel. We can’t have any peace in the Middle East if it doesn’t follow a template that’s been failing for decades. As for the new Kosovo peace deal, and attempts at resolving the conflict in Nagorno-Karabakh, fuhgeddabout it. Orange Man Bad must have no legacy whatever.
Those parts of the “legacy”, I don’t think the objective are a legacy for the mideast, just a common sense assessment of the region. And undoing it is a function of the participants. Biden can sent money to Hamas, via the PLO, to Hisbollah via Iran, to the Brotherhood, but what is he going to do to bribe the Gulf states. Who don’t need money, though they’d be happy to pay Hunter some for preferential treatment, and who now need a regional alliance, including Israel, to confront Iran. Under Biden that alliance will be more important than ever.

But not to Biden, who will already be bought and paid for by Iran if he isn’t already. Obama was utterly opposed to the Gulf States and Israel getting together.
