Not sure what i think about this...
if i were in this situation with a firearm and someone sprayed me with who knows what, would i think that its non-deadly and not shoot them, or would i think its some sort of acid or whatever?
Context matters. One cannot just look at the picture and assume you have the full measure of what is happening.
Personally, if i had mace\pepper spray and you had a gun, i would be docile for a minimum of however long you had the gun on me. Once the gun was pointed elsewhere I would gauge whether I could take it from you without getting myself or others killed in the act. Put another way, it was stupid of the mace wielder to spray the gun wielder. Its like bringing a knife to a gun fight.

I haven’t been following this so there’s a lot I probably don’t know, but just on the face of it, I can’t say that I’m overwhelmingly surprised he shot him. In this climate where you see people getting beat in the streets, the instant thought that would run through my head if someone tried to pepper spray my eyes is that I’m about to take a thrashing the second I can’t see anymore. Self defense is not an implausible argument here.

The person who posted this called the man shot a CHUD, which is a derogatory reference to him, the victim. I assume he was a Trump supporter, but according to his son he was there in support of the police. So his having been a Trump supporter is not verified from any reports I have seen, even though the reports label him as such.

Time & place: Tet Offensive (Viet Cong and North Vietnam Army attackers) February 1968, Saigon, Republic of Vietnam.
Prisoner: Nguyễn Văn Lém, Captain Viet Cong, civilian clothing.
Executioner: Brigadier General Nguyễn Ngọc Loan, Republic of Vietnam National Police, Uniformed.
Circumstances: VC Captain Nguyễn was accused of the terror killing of Lt. Col. Nguyễn Tuan & Family of 9 (6 children) by shooting & throat cutting. Single 9yo boy, Huan Nguyen (Americanized) survived 3 shots while sitting with his dying mother.
Aftermath: General Nguyễn Ngọc Loan survived the war to make it to the United States. When identified, pressure was brought through Congress and an 'Investigation' by the Library of Congress that led to accusation of 'War Crime' and threat of INS deportation. President Jimmy Carter stopped the deportation as a folly and 'historical revisionism'! Loan Nguyen died in Virginia at age 67 in 1998.
Huan Nguyen, surviving son of Lt. Col. Nguyễn Tuan, also made it to the USofA and in 2019 he was promoted to Rear Admiral (lower half) [RDML/O-7] USN, highest ranking Vietnam-born US Military Officer!
The red dot sight doesn't project light onto the target, that dot is superimposed on a semi-reflective glass between the target and the shooter's eye.
The dot on the right lens might be the muzzle flash?
