That kind of material is commonly referred to as ‘hot wire’ or electric fence.
I have over 2 1/2 MILES of it on my horse peoperty.

Fence chargers are available in different models...2 mile-—5 mile-—20 mile—50 mile, etc. I have a 20 mile model on my horse property of 5.58 acres.

The transformer is on the power pole.
You buy a ‘fence charger’. Any farm supply has them.

They were called transformers when I bought mine. Actually we bought two. The first was a cheap one. Grass would get against the wire and short it out. We had to walk the fence remove the grass when it did. Them we bought one that had an attachment they called a grass cutter which sent an extra charge when something got on the fence. Cows and horses figured a way around it. Cows used their horns. Horses put their hoof on the wire and stepped down. Then you had to break them from that.

They make chargers that work for up to 50 miles of fence. Enough shock to kill a horse. I sold some of them 30 some yr a go at a farm hardware store. Showing one off it bit me through the tester and I woke up a few minutes later.
Hope that guy wet down his grass around it for a better ground.
