The State Legislatures will appoint their electors, whether there is voting or not.

They would all need to change their voting laws to allow for that.

The power to appoint electors is plenary. The Florida Legislature was going to do it in 2000 if the courts ordered the recounts to go on.

No State Legislature is required to hold a poll prior to the appointment of electors.
