This is the point. Acting “normal” is outlawed — not by law, but by the edict of a couple of politicians ... all for a “good reason”, y’know! However, as others have noted on this thread widespread disregard for law and order is a potentially significant problem (then again, this is more a disrepect of edicts — not of laws — no matter well-intentioned).

Don't care if they are breaking the Wuhan 400 rules. Do care if they are doing something that actually causes harm.

If they are not, just hanging out acting like normal people used to do before we were taken captive by the hysterical hand-washers, then it's cool.
