Calling them "not very smart" presupposes that the results of their polices are not exactly what they intended.

It's not that they "aren't very smart". It's that the politicians (and the law-enforcement and criminal-justice systems they control) are not on our side.

Startlingly like the imbeciles comprising the NYC City Council, who passed a law in January allowing criminals to avoid any jail or bail. There are many documented cases by now of these newly-sprung criminals simply going out and doing the same crime again, sometimes multiple times. The crime rate in NYC has soared to several times what it had been, between this asinine law and DumblASSio the mayor removing 600 plainclothes policemen, putting them back in uniform. If you want a formula for the absolute destruction of a city, look to NYC as a model. No coincidence, it's dummocrap through and through.
