It means that China's right to administer Hong Kong is now invalid and Hong Kong is no longer part of the People's Republic of China and that government is an illegal occupier.
The U.S. and UK and as many countries as possible need to bring this up at the UN to have Hong Kong declared independent due to the PRC violating the international treaty they registered in the UN 36 years ago.
If there is any purpose to the UN, this is what it is for.
The UN will side with China.
