New York Gov. Andrew Cuomo (D) expanded the state’s mandatory quarantine to include travelers from eight additional states experiencing spikes in coronavirus cases.
The mandatory 14-day quarantine now includes travelers from California, Georgia, Iowa, Indiana, Louisiana, Mississippi, Nevada and Tennessee.
"If you're traveling to New York from the following states you must self-quarantine for 14 days.
The states are: AL, AR, AZ, CA, FL, GA, IA, ID, LA, MS, NC, NV, SC, TN, TX, UT.

Last week New York, New Jersey and Connecticut announced a joint travel advisory requiring travelers from states with an infection rate above 10 cases per 100,000 people on a seven-day rolling average to quarantine when entering their states.

I think all other 49 states should ban NY residences but that too would be unconstitutional.
No state can quarantine a resident from another state period.
Will he also BLOCK New Yorkers from going to those States?

The only reason that NY cases are going down is that they have run out of old people to kill.
A couple months ago Texas quarantined travellers from New York and tgat was a good policy by Gov. Abbott.
Yet his people were coming south to escape his close down and spread the virus down here.

Just that exemption should make the damned EO unconstitutional.
Yep, you’re supposed to quarentine in the nearest available nursing home. A vital part of New York’s strategy for deficit reduction is to lower overall costs keeping old people alive.
MA is still requiring a quarantine for out of staters. Vermont at least has an exception for travellers from counties below an arbitrarily set case count.

I believe this is against the Constitution in two ways.
1. Interstate travel cannot be controlled by a state.
2. Requiring a self-quarantine without proof of infection is trying to control healthy people.
I would have no problem with required COVID-19 tests at the border or even just taking of temperature.
A 14-day self-quarantine is not realistic.
There’s a fine for violators of up to ten grand.
Another cash grab.
