We live in NJ and recently received 1 mail in ballot for the primary election and applications for 4 other mail in ballots for the same primary. The primary mail in ballot was for my Mother who passed away 3 years ago. The other 4 applications were for myself, wife, son and daughter (who moved to Denver over 3 years ago). So we received 5 ballots potentially for 3 people.
No chance of fraud possible there.

I would guess that may be common across the states. With the
mobility of people today it makes it harder to keep accurate data
Some states issue a new voter card every 2 year cycle and it isn’t
supposed to be forwarded. Thus returned for further action. Now
what the further action is can determine accuracy.
Well, it may be that at some point in time drastic measures must be taken. Complete all ballots that are sent to you and submit them. Why should we restrict ourselves to following rules that dont apply to everyone?
