Call it what you want; fluff, overhead, feather-bedding, or any of several other names, there is a lot of spending happening in larger organizations that is not really essential.

In economic downturns, some of the non-essential spending gets reduced. How much in which department depends on who is doing the cutting.

This is also where the cost of regulations comes in. Is an entire department responsible for government reg compliance really essential in the real world, or essential because future reimbursement requires the reporting? Just the tangled web of Medicare billing costs a huge amount of money, and does it really add value or just perpetuate bad habots?
