This is so stupid, I would guess this is actually a consequence of the flawed methodology they use to assess risk rather than an intentional bias. Instead of using statistics and consequence analysis, they use a color coded table. On one axis is “severity” and on the other is “likelihood” The likelihood of anarcho-communists (e.g. BLM/Antifa) committing violent acts is probably judged as “likely”, but severity is “negligible”, much like the daily murders in Chicago... which leads to a rating of low overall risk to national security. On the otherhand, the likelihood of any right wing group starting shooting over this is probably “seldom” to a left-winger (unbiased would probably say very unlikely), but if this is the spark of of a major race war, the consequence could be judged “catastrophic”. This results in a rating of “high” risk.
