I prefer "looters and arsonists". Lots of whites in that group but I DID see what were probably BLACK GANGS doing most of the THEFTS in the L.A. County area. Surprisingly, getting in and out of their MERCEDES, BMW's, LEXUS', etc..

By using the term “black people”, Mad Maxine is attempting to homogenize the black citizenry. By homogenizing, she attempts to make the charge of rioting extend to all rather than to the black detritus doing the rioting and looting.
She knows there are actually black citizens who do not condone the lawlessness of the feral urbanites but lumps them in any way. Maxine needs all the votes.
