I don’t know about the governors, but DC’s Mayor has just announced a 7pm to 6am curfew for Monday and Tuesday. Also last night, the police arrested about 88 people for robbery and vandalism type crimes. This happened after the 11pm curfew when most of the peaceful protesters went home. DC has a lot of experience with large crowds. From bitter experience their police have had to learn the difference between angry demonstrators, and criminal demonstrators. DC has had to pay $millions for wrongful arrests of non-violent demonstrators.
At the inauguration in 2017, I saw where police had herded a group of 20 or 30 demonstrators into a corner who I think were subsequently arrested. They were mostly middle aged, white, and dressed as suburbanites. Nearby, young men dressed in black had caused some vandalism and the police stupidly swept everyone nearby up. The lawsuits went on for months. DC police are now well trained in telling the difference, as is the Mayor. A few weeks later a million people mostly women marched in DC and almost no one was arrested and there was little crime or vandalism.
