I think it’s probably because Californians are likely in better health.

I don't believe there is any town in California that rivals the population density as New York City. Also not having a subway system had to help.
And a third possible factor is that there was some late season flu bug that went through California in November - and perhaps it was an early variation of the Wuhan Flu.
All of that being said, there is not excuse for Governor Newsom having shutdown the State, and keeping it shutdown. This is strictly politics - ruin the economy, get people hooked on welfare, and try to blame it on President Trump. Inexcusable. These Democrats care nothing about creating human misery, if it gives them a chance to grab power.

Taiwan is more crowded that NYC. More ethic chinese live and pass through there.

Taiwan has had 466 cases and 7 dead total. Different methods were used and should be studied as an example of what to do ina pandemic situation. No new cases in 42 days now.

My wife is there now so I get first hand information on the situation and means of virus control.
