Hell... if it's that simple then we really DON'T need Senators or elected Congressional Representatives now, do we?
The American people can REPRESENT THEMSELVES by replacing the Government reps and just vote on issues from home that are presented by the executive branch. /s

If this is the case, then transporting voters to the polls is not going to happen and people can’t go out to collect ballots from people to get them mailed as that responsibility is of the voter, not the California parties. They will be illegally outside their shelter.

This would be the end of a Republican winning any significant election again. The fraud and abuse seen already is absolutely disgusting.
Maybe Speaker Pelosi can run the US House of Representatives from home as well, using “virtual” presence via teleconferencing.
Then somebody hacks her teleconference link, and gets in a voice-over that runs directly counter to her current agenda.
That is kind of like “vote at home”. Not much more chance for fraud.

I occasionally get mail for a place where a tragedy happened several years ago because my address is similar. However the zip, name, and city are different. I got a mystery last week. The stamp on a letter must have fell off. The letter had the correct address, city, and zip, not mine. The return address was in my city but only the zip was the same. I put a stamp on it and sent it on. Why didn’t it go to the return address?
So we’re all supposed to trust our votes to that system?
If they're registered voting by mail won't make any difference. It would be just as easy to vote in person.

In California and New York state ALL illegals are automatically registered when they submit their drivers license unless they send a response back that tells the DMV that they are not qualified.
That is how illegals get registered. We are the ONLY country on earth that does this.
