The problem is that so many people had access to the unmasking, it is impossible to prove which one leaked.

I think generally it means revealing or publishing names and/or docs of gov’t operatives that are supposed to be classified or secret for security/safety purposes.
Wow, I don’t mean to come off as an ass but you really need to understand what’s at play here.
The Government captures public citizens going about their lives who come into contact with Foreign entities and when that happens they are not allowed by law to name you because it’s an infringement of your rights to privacy. They capture everything a person says or communicates by use of our world class technology.
So getting unmasked is a major big deal because essentially it allows Government actors to have and know everything you say.
Then when the Government may want to use that against you as seen they the FBI scandal they can and will use it to destroy you and your family if they want to.
You need to worry ALLOT about the Government having all of our data. Then it becomes just like under Stalin “show me the man and I will show you the crime”.
The Intelligence Agencies are now hostile to normal Americans.

So we know who RECEIVED the unmasking information but we don’t know who MADE the requests. It probably was the receiver of the information.

Ok, thank you for good explanation. Here is where I get confused.
So a transcript was made of a phone call between Flynn and the Russian guy. Since Flynn is an American, his identity would be kept secret.
UNLESS a FISA warrant is filled out which a court would approve. Or, like you say, a national security request is made.
But if Flynn’s identity was correctly kept a secret, how would all these 39 people know who they want to be unmasked?
Say I’m conversing with my terrorist cousin in Pakistan and since I am American, my identity is kept a secret.
How would Joe Blow from Accounting know to request that I....I....ME...be unmasked when my name is kept secret?
Would they say we want to know the name of the American who spoke to John Doe the terrorist....so okay.
But the headlines keep saying they requested that FLYNN be unmasked and I dunno, maybe they just asked for whoever was speaking with the Russian guy.
Hope I am making some sense.
This doesn’t make sense the way people are interpreting it.
1. “foreign target is speaking to General Flynn and here’s the transcript”
2. Biden (and others) get the transcript but it has General Flynn redacted.
3. Biden and others request that the redaction be removed and viola they see General Flynn’s name.
This can’t be how it went down because:
1. If they knew the foreign person was talking to Flynn before asking to remove the redaction, they didn’t need to ask.
2. If they didn’t know who the foreign person was speaking to until the redaction was removed, what are the chances that all these people ONLY asked about conversations that by coincidence Flynn was part of?
In this case, they must have asked for dozens if not hundreds of unmaskings and turned up many many Americans, including one or more mentions of Flynn.
3. The unmaskings surround other people that are included in the Flynn surveillance. Biden and co. got transcripts from the Flynn surveillance, and saw Flynn speaking to [REDACTED] American. They then asked to unmask that redaction which may have been his wife, Jared, or Donald or anyone.
STAY TUNED THERE IS MORE TO THIS STORY THAN BIDEN ASKING TO MAKE SURE THE TRANSCRIPT OF THE RUSSIAN AMBASSADOR CALL INCLUDED GENERAL FLYNN.
Biden wouldn’t have received the unmasking information by accident.

in flynn’s case, biden could say, i wanted proof that flynn was actually talking to russians.
Every overseas phone call is recorded by NSA. If FBI or CIA suspects nefarious activity, they can request calls of FOREIGN suspects. UNMASK refers to identifying the American who spoke to the FOREIGN contact.
