What is each group’s likely reaction to being told by a cop to “break it up”? The cops almost certainly give a warning or two before arresting anyone for this.

A friend of mine is NYPD- he told me if you go south of 110th Street in Manhattan its’ a ghost town as no one is around. If you go north of 110th street, which is where Harlem starts, its as though nothing has changed.
