I am sure. This same thing came up in 2017 vis-a-vis the Russian embassy.

The difference being that the push and the approval to name the street after Boris Nemtsov came from the D.C. City Council and not Congress. As I said, the Washington government can do that while Congress cannot.

Congress can do it. Congress can also override the DC city council in the naming of DC city streets.
