NY is doing this to all out of state persons who came to NY to help out. Paid or volunteer, doesn’t matter.

For New York, if you work more than 14 days, yes, you'd pay taxes for money you made there.

OK, this is how it goes in tax-land.
New York State (NYS) AND New York City (NYC) both levy Income Tax on work performed in their territory. This is nothing unusual and is why Professional athletes file multiple state tax returns for the various away games.
These Samaritan Purse employees will get paychecks with the NYS & NYC deductions for the time worked there. When they file their 2020 tax returns in 2021, they will file a New York State Department of Taxation and Finance return. If they only worked in NYS & NYC for this period and resided elsewhere, they would file as non-resident and then see if their tax withholding qualifies for a refund (NYC tax is an almost guaranteed no-refund).
NYS & NYC are both high tax areas which is why there is a high out-migration by those who can. Which is another reason that Cuomo needs the tax revenue.

I live in western NY state. If I go to NYC as part of my work assignment for more than 14 days I am obligated to pay NYC. Income taxes on that two weeks or whatever it is that I worked there. The key is to book a hotel in NJ not NY.
