How is having to pay New York tax on money you make in New York "messed up"?

So when we say they are volunteers, did they volunteer to go and get a paid job in New York? Or did they volunteer as a humanitarian gesture, and get zero pay for their work? That is a key question here.

Samaritan’s Purse was a special case, and New York should pass a retroactive law exempting health care workers who VOLUNTEERED to assist them in their time of need!

Ummmm.... they weren't volunteers, they were paid. And yes - if they would be exempt from tax, New York would have to pass what would be now a post-facto law. And they can do that if they want. There are other things in the works - potential Federal tax credits for Covid health care workers, as well.

That's perfectly legitimate.

New Jersey did that several years ago during the Christie administration. New York loses a lot of sales tax revenue to New Jersey, even though New York residents who buy merchandise in New Jersey are supposed to report those purchases on their New York tax returns and pay the sales tax on them. Nobody in New York ever reports their out-of-state purchases. So New York would send tax enforcement agents to conduct surveillance in the parking lots of New Jersey shopping malls, then go back later and track down the owners of the vehicles to conduct audits on them.

The New Jersey Attorney General's office got wind of this, and they immediately issued a directive to the owners of these shopping malls. The directive said, in effect, "Those New York tax enforcement agents have no legal authority to operate in New Jersey. If you observe any of this activity on your property, please call the local police and these @ssholes will be prosecuted under our state anti-stalking laws."

FIDO, forgive me for referring to you as a dog.

What is at issue here, is SAMARITAN’S PURSE was invited to provide services to NYC. The ORGANIZATION paid salaries to their employees. No salary was generated from NYC. In fact, the city benefited from the organization via lodging and meals.

LAWSUIT WAITING TO HAPPEN.

If I live in Texas and I go to work in New York for 4-6 weeks at a Samaritan's Purse medical facility ...

1. How would I even know that I'm obligated to file a New York income tax return, if I'm paid in Texas?

2. How would the State of New York even know that I was working there, and how much I was paid?

They weren't "volunteers" in the traditional sense of the word. They are employed by Samaritan's Purse in other states, and volunteered to go to work in New York. They are getting paid by Samaritan's Purse even while they are "volunteering."

But the money was EARNED in NYC. That's where the money is being taxed. Makes perfect sense.

They were paid in their home State are are not residents of New York. They pay their home State income tax.

When temporarily working in a State, which millions of people do including myself, it is messed up for those temporary States to try to claim income tax.

To my knowledge those who “volunteered” to help NYC in the aftermath of 9/11 were not retroactively charged income tax.

New York is the most tax obsessed state in the nation and this proves it.

A simple good-will gesture to those who left their own families and communities to go there and help in “their time of need” would be to exempt them.

That would be the decent thing. Samaritans Purse answered their call as a “charity” and did not charge the state to my knowledge.

That is a different situation than nurses who chose to seek temporary employment there that were paid by a New York entity.
