This seems like a “come and get me” taunt, which can sometimes lead to the unexpected result that somebody comes and gets the bully.
At the very least (and this is far from the only response I would support) China should be banned from participation in the Olympics they just damaged, and other sporting events involving them should be either modified or (if scheduled for their domain) cancelled.

Those American critics who raise the racism canard are themselves inadvertently collapsing the distinctions between an authoritarian regime and those who live under it.
