Can the USA do a shut down of the economy every year?

What I read and hear is that the virus might now reoccure every Winter season.

Are we going to do this again in 2021? 2022, 2223...?

the French more or less shut down their economy for three weeks every August. I don’t recommend it as a good idea but does not cause economic catastrophe.
