The appellate court [panel, the "journalist" Gabrielle Banks forgets to mention] strongly disagreed, in the ruling joined by Judges James E. Graves [Clownbammy judge], Jr. and Stephen A. Higginson [Clownbammy judge].

Jolly is a Reagan judge who "grew in office"*.
