I believe they were chanting “HR3” in ref to H.R.3—Spending Cuts to Expired and Unnecessary Programs Act.
Per congress.gov — This bill rescinds approximately $15 billion in budget authority over 2018-2028 that was proposed to be rescinded by the President under procedures included in the Impoundment Control Act of 1974
Democrats now refer to HR3 as -Elijah E. Cummings Lower Drug Costs Now Act, H.R.3
By looking at the committees affected, it appears to be more focused on rescinding 10 budgets of other areas than drugs..
