Stark owned a bank in Berkeley which had a large peace symbol on it during the Vietnam War. That would have been in Ron Dellums’ district back then—I think Stark’s district was further south in the Bay Area.

Eric Swalwell replaced him in his CONgre$$ional seat. Only after California Democrats redistricted Stark's district to move it north.
Stark used to represent Fremont/Union City when Swalwell was mayor of Dublin. After the 2010 census, they moved Stark's district north to the Alameda/Contra Costa border, moving his district to Pleasanton, Dublin, Livermore, San Ramon, and Hayward.
