If I were a conspiracy theorist, I'd say they were "tagged" with a "watch and follow" order to see who else would be exposed.

So why hasn’t the Secret Service interviewed them. “taking him out” could mean an assassination plot. And THEN, if it’s established they were not plotting an assassination, can them.
