The Dems and Deep State coupists are not backing off because there are no consequences. Actually, the articles I’ve read about this say that when they appropriate money for a particular use like this, he IS required to release the funds to their final destination by a certain date. And Trump complied by that date.

The obligation is that it be completed by the end of fiscal year (a deadline which Congress explicitly extended for Trump, covering this particular spending).
