“Coverage” doesn’t matter much. Illinois Medicaid takes forever to pay anything and this promises to pay is backed up by a de facto bankrupt state government which will pay its own over-promised employees and retirees before letting medical providers cash in their overdue promises.
It’s a distraction from the fact that the students can’t read, write, or do math.
