Lots of Soros money came into the state and got some Soros legal whores elected as county Commonwealth Attorneys (incl. Arlington and Fairfax). Other leftists got elected to country supervisor and/or county boards, often with Soros or Stephen Phillips Red/KAPO money.
The Democrats in Virginia have no morals, ethics, honesty, or integrity and their dumbassed supporters think that this is a qualifying character to have and vote for.
