All laws which are repugnant to the Constitution are null and void. (Marbury vs. Madison, 1803.) Every law consistent with the Constitution will have been made in pursuance of the powers granted by it. Every usurpation or law repugnant to it cannot have been made in pursuance of its powers.

The major question is: What practical effect will they have?

“...localities and local constitutional officers cannot nullify state laws and must follow the gun laws passed by the General Assembly.”
In other words, according to this legal genius, local communities have to adhere to laws passed by the General Assembly, while the General Assembly nullifies protections provided by the state and federal constitutions.
