Article 134 of the UCMJ. Back in my day. It covers all conduct that could bring discredit upon the armed forces that are not capital offenses. It allows them to be brought to court-martial. The details of the offenses covered are spelled out in the Punitive Articles of the UCM

Seems that Vindman should be charged with perjury. His written material given to the house was grossly false in relating he background and role. He gave a different story live, deciding apparently to stop lying. Should be UCMJ charges as well as those directly for false testimony in the house.
