The UN vastly overpays its staff. I say that as one who enjoyed its largesse for 5 years. The greatest scam is people from third world countries who start off as (overpaid) local staff in their own countries and then go on UN assignments in other countries as international staff for 10x the cost.
This is where the UN causes talent drain in developing countries. They hire some of the most capable people, because they pay more. These people go to other countries to get paid even more. Meanwhile people from other countries come to the developing county (at high international rates) because the best people have left! So the UN directly weakens the national talent pool of every country they seek to help. In the process they create an overpaid global elite of capable third world opportunists.

So, Trump has stopped the discretionally contributions but paid the min?
Those discretionary contribution cuts have made deep cuts in discretionary programs.
Looks like the system is working to me with Trump in charge.
