America's largest military shipbuilding company has been accused of falsifying tests and certifications on stealth coatings of its submarines "that put American lives at risk," according to a complaint filed in federal court last month.

Who? the shipbuilders? The whistle blower? Hopefully you mean the shipbuilders, because this is exactly what a whistle blower should be about.

No, but Fraud is a good starting point.
Sanctions should be forthcoming if this claim has merit.
This is what “whistleblower” is supposed to be about, not using it as a political tool.

....the complaint said, Huntington Ingalls' Newport News Shipbuilding facility in Virginia took shortcuts....and is being sued....The Navy's Virginia-class attack submarines are manufactured as part of a joint effort by General Dynamics' Electric Boat and Huntington Ingalls. I guess that would be the shipbuilding unit that Northrup Grumman spun off some years ago.

We had to glue those pads on back in the late 1980’s in Mare Island Shipyard. Difficult to do right. Yes, I can definitely see fraud going on if the shipyard (its people) have no ethics and morals.)
EB faked submarine hull and interior welds, AND their inspection records on support welds that did not exist, in the early 80’s.
