Biden appears to be using the legal definition of the word “evidence”. This legal definition means something that has been entered into a court case in a court of law. No court case (so far), thus, “no evidence.”
That seems to have been the definition the Clintons were using when they frequently said “there is no evidence” about something that paperwork or witnesses showed to be true. Of course the propaganda media does not challenge such a statement from a Dem.

If he gave a quid pro quo it was most likely in the vein of lobbying since that is what his company did. But even if he got nothing, that’s a gift which is also unethical. His only escape is if he gave them some valuable service and it wasn’t lobbying. And that is why Biden won’t talk about it.
At a minimum the gas company thought it was getting something in exchange for that money.
