What a brilliant idea, have someone testify about alleged incidents that they never actually witnessed in person, but heard 2nd or 3 hand. That would really go over big in a court of law.
Somebody had to authorize it, and sign off on it in order for it to be printed up for official use. Find that person or persons, and the rest will fall into place.
Surely it had to pass muster with an authenticating power somewhere. This is a bigtime change and needs to be found without merit and reversed. This whistle-blower is not a whistle-blower.

Actually, there is only one reason they would possibly want him to remain anonymous, and that is that his very identity would expose him as a Dem operative.
