Guam gets constant construction projects because Pacific Typhoons continually sweep over it and damage everything.
So, the funds are needed there.
On the other hand diverting money away just doesn’t build something that would have to be rebuilt yet again in three or four of five or ten years anyway.
It’s a cost of maintaining bases in the north Pacific.

We lived in quonset huts with active japs still in the mountains and we survived a couple typhoons. And that was before they started naming them and well ahead of CLIMAGEDDON! :-)
