Ignorant douche. The structure of US government agencies is set in laws passed by Congress. You have to get Congress to restructure the government.
They realize that being in congress enables them to become very rich while being great conservative pretenders.
The Democrats have understood this for decades. Look how rich the Clintons, Romneys, Bidens, Obamas, Pelosi and Feinstein have become while in congress.
Now we know what Benedict Romney was trying to hide.
Brennan hired them for CIA restructuring. They also did FBI and NSA under Obama.
Which is a problem because there is only so much a consultant or the head of a department can do because most of the structure is established by law or at least by appropriations. And - having watched them up close and personal - much of what these consultants do is interview the staff, get a list of recommendations and then recommend them on the basis of frequency, popularity and low risk of implementation [because the conslutant wants credit for reorganizing, not for risking a disaster through radical restructuring] - which means that the deep state wins. EVERY. SINGLE. TIME.

Many of the career CIA rank and file say the restructuring destroyed the CIA management.
But this is all deep state stuff designed to keep political heads convinced that they cannot exercise the discretion they have in law to run their own departments and fire their extra-legal voting executive boards, etc.

No wonder all of D.C. is freaking out over ‘Trump’s phone call’. Repubelican and Democrap, Politician and Career Bureaucrat. The incest is so thick between them, that pulling on the thread of Bursima could unravel the whole ‘cloak of invisibility’ that the Deep State is hiding beneath.
In some small way I’m glad this all happened. I’ve always been somewhat naive as to believing people are who they say they are. I knew RINOS were suspect, but when I see long respected hallowed government institutions and everyone else from Romney to Martha McCallum reveal their true sleeper cell identities before my very eyes, it gives me hope that other like minded naive Americans like me may be finally waking up
