Congress is moving toward passing a short-term spending bill to avoid a government shutdown, but some lawmakers are warning it could be the first in a series of stopgap funding measures over the next year to avoid a fight over President Trumps border wall.
Sen. Richard Shelby (R-Ala.), the top appropriator in the Senate, said its possible Congress will spend the next fiscal year passing several stopgap bills, known as continuing resolutions (CRs).
"I don't know if we'll end up in a shutdown, but we could end up with continuous CRs," he said. "That could be the endgame."
Lawmakers are hoping to avoid a repeat of December's fight over Trumps border wall, which led to a 35-day partial government shutdown, the longest in U.S. history...
"I'm not going to faint dead away if we end up with a CR for the whole year," said Sen. John Kennedy (R-La.), an appropriator.
Both parties, however, dislike the prospect of governing on a continuing resolution, which would freeze spending at current levels and block agencies from initiating new projects.

They’ve been using these continuing resolutions to govern for the last what?... 12 years?
I asked myself that same question before I posted. For quite a while, they had something going on (I can’t remember the term that was used, off the top of my head) where if they couldn’t pass a budget, there was an automatic formula that kicked in that set the budgets for individual government programs, based on equal adjustment of all budget items. Not sure if that was done by CR, or some other lazy-ass gimmick.
So the Democrats are going to go on record that they would rather shut down the government than allow the President to stop the invasion by illegal aliens. Who do the Democrats represent, American citizens or foreigners? And is not giving aid and comfort to the enemies of the United States treason?
I think budget sequestration is the term I was searching for.

Never mind the American people have been literally screaming for almost FIFTY (50) YEARS for government to secure the borders, enforce the laws at every level, local, state and federal. THAT IS THEIR JOB. They took an oath to do this, and other things. In literal fact, this is one of the very few responsibilities that government has.
If they don’t like it, then they need to find another line of work. Same thing with the media. It’s just contrived and cultivated, leaned failure theater all the way down. We’re just supposed to become inured to “open borders” and accept that we, the people, have no say or any influence on any of this stuff. It’s like the weather - people complain, but whatta ya gonna do? This is the natural order of things, and you better get used to it, comrade.

If the Democrats are creating government shutdowns either full or partial over the wall in 2020 they may as well just hand the Republicans a house majority.
