They already do recycle wastewater for human consumption. It goes through a lengthy process but the water is recycled. Geez, where do you think the water comes from that fills your tap? And if you think that your well water isn’t recycled wastewater, oops need to do a quick lesson on the environment. All water is recycled. Unless of course you think no water is recycled and it comes from thin air. But that too is considered recycled water. All water is recycled.
Now just a cotton pickin’ minit here. Let’s be fair. No corporation makes a profit from this pollution, so it’s ok, and then we can blame it on corporations and fine them.

Hate to break it to the Mayor but there’s a big difference between a sewer system and a drainage system.
part of the problem imho is that san francisco along with many other cities have been encouraged to invite homeless people into their cities by way of so called housing navigation centers (hcns), whose construction has been funded by california state law. beyond that, hcn construction has been sped by another california state law that prohibits appeals of favorable local construction lawsuit decisions on the basis of environmental reports (a california nimby tactic commonly used against other construction). hcns typically feature social workers who function as navigators, helping homeless people find rental housing, and also provide temporary shelter for homeless people. one argument for hcn construction is that the homeless are already there, and that hcns do not attract new homeless. it sounds as if the trump administration might actually challenge that argument in court.

I think we should add to your good post that in the older cities, there are still regions and areas that have old brick combination sewers. These sewers carry the waste water sanitary sewer flow in their bottom trough to the sewage treatment plants. They also were given the storm run off from street storm sewer inlets.
The concept was that when there was no significant rain, the treatment plant was sized to treat the sewage in the “sanitary” sewer flow. When a big rain happened, the storm water ran at a temporary ten to one ratio (or similar) and combined sewer water would be diluted enough to bypass the treatment plant and go directly to the local river or ocean.
While much of these early systems have been replaced, central cities are where you still find some in existence.
