I didn't know they recycled names for hurricanes.

All hurricanes are cyclones, but not all cyclones are hurricanes.

I thought cyclones were in the south Pacific, and hurricanes in the Northern Hemisphere...

I thought hurricanes were in the Atlantic and cyclones were in the Pacific. Same type of storm, but different terms.

The only difference between a hurricane, a cyclone, and a typhoon is the location where the storm occurs. ... In the Atlantic and Northeast Pacific, the term “hurricane” is used. The same type of disturbance in the Northwest Pacific is called a “typhoon” and “cyclones” occur in the South Pacific and Indian Ocean.

I think all hurricanes are actually cyclonic phenomena

That is, the winds and circulation are cyclonic.

Yep, 2007:

Hurricane Humberto was a Category 1 hurricane that formed and intensified faster than any other North Atlantic tropical cyclone on record, before landfall.
