Additionally, if we accord prior occupants of any land mass special "first settler" treatment, then we would need to re-order the entire globe, including giving all of the West Bank, Lebanon, Jordan and part of Syria. And all of Asia, Europe, Australia, Africa, South America, etc, etc would have to see its populations removed and descendants of the "original" settlers moved back there.
