Look, you pay off and/or threaten enough people - maybe not even that many, who knows how many people were in a position to see anything...and you can get the job done. CCI has more than enough experience, more than enough people in their contact list with certain skills, more than enough money and influence...
I believe the Secret Service is good enough to protect the President. Maybe even senior leadership like department/agency heads and Senators. Aside from a few billionaires with top-notch security and maybe a few other heads of state... I think ever other person on the planet is potentially vulnerable to CCI.
