The police did not do a great job with this.
Various Downtown civic groups have been complaining about Mayor Pedalpusher, claiming that he's told the police to stand-down so that nobody will accuse him of being a RAAAAAAACIST. As a result Downtown is becoming intolerable.

It looks like they updated the story a few minutes ago, removing the reference to the hijab from the title.
They also state that the attack “appears to have been random”.
